Work Description

Erica’s work focuses on carbon markets with a particular focus on state and province level action.  The California cap-and-trade program is a large part of her portfolio.  Erica manages litigation where EDF has intervened on behalf of the state to defend the existing climate policies against legal attack.  It is unclear whether the timeline in these cases will present a work opportunity for an extern.  However, there are a number of fascinating legal questions that are likely to arise for California and other states motivated to lead on climate policy.  Research projects on federalist issues that arise between a Trump administration that appears to be antagonistic on climate action and states like California that are committed to leading on climate are likely to emerge.  There is also an international component to Erica’s work since California cap-and-trade program is linked to a program in Quebec and likely to link to another program in Ontario in 2018
