DESCRIPTION OF STUDENT WORK/PROJECTS: Generally, externs are responsible for assisting the judge and the clerks with the work of chambers. Tasks may include reviewing Office of Staff Counsel recommended dispositions in cases that are not scheduled for oral argument and presenting them to the judge for approval; reviewing petitions for rehearing and/or rehearing en banc and providing voting recommendations; assisting the clerks with preparation or opinions and bench memoranda; reviewing opinions circulated by judges (prior to filing) and identifying potential problems, if any; assisting the judge with substantive motions.
COURSE OR OTHER REQUIREMENTS/PREFERENCES FOR STUDENT: The student is required to have excellent research skills and the ability to present, both orally and in writing, an extern's findings and recommendations in a concise manner. The court sits one week each month from September to June in Richmond, VA. Externs will have limited access to chambers during these weeks. Writing sample required.
NOTE: Students who extern with Judge Duncan will NOT be eligible for a post-graduate clerkship with her.
