Adaptation of Legal Regimes in the Face of Climate Change

Session I - 9:00 a.m. - 10:00 a.m.

• Introduction and informal presentation by participants on projects, questions, or ideas in adaptation field of climate change.

Session II - 10:00 a.m. - 11:15 a.m.

• What areas will climate change impact and what can be examined systematically?
• Brief presentations in some areas of prepared scholarship: ESA; insurance of mitigation offsets; disaster response; rising sea levels and public health; change in resource exploitation laws; and/or local laws and land use
• Discussion of Areas and Questions

Break - 11:15 - 11:30

Session III - 11:30 a.m. - 12:30 a.m.

• Development of principles to govern changes in legal regimes
• Legislative Adaptation Responses so far - and principles therein - other countries
• Presentation on environmental justice / equity
• Presentation on Principles that could govern existing water regim

Lunch 12:30 p.m. - 1:45 p.m.

Session IV - 1:45 p.m. - 3:00 p.m.

• Breakout discussion to look at adaptation regime on various areas of the law in the face of climate change
  
  Each group examines the impact of climate change on the legal area, whether there are general principles that can govern approach to altering the legal regimes, and what plan should exist going forward
  
  BREAK-OUT GROUPS WILL BE FACILITATED BY ONE SCHOLAR
  
• Public Health and Health Insurance
• Banking, Insurance, Business (Insurance regulation, lending, property rules, contract law, UCC definitions, IP)
• Disaster Relief - Slow Evacuation
• Resource Impact -loss of resources/ access to resources (loss of coastline, sea level rise, wetlands law, ESA, water distribution, int'l water distribution, resource exploitation and availability)
• Local Laws (zoning, transit, efficiency, building codes, floodways)

Session V (3:00 P.M. - 4:30 P.M.)

• Report of group leaders
• Discussion
• Summary and possible charge of tasks - Flatt
