Norma Houston joined the School of Government in 2006. Prior to that, she served as chief of staff to State Senate President Pro Tempore Marc Basnight. She has also served as general counsel to Senator Basnight, Dare County Attorney, assistant attorney general in the N.C. Department of Justice, and staff attorney for N.C. Prisoners Legal Services. She was formerly an adjunct faculty member at the UNC-Chapel Hill School of Law. Houston earned a BS in criminal justice and psychology and a JD from the University of North Carolina at Chapel Hill. She is a member of the North Carolina State Bar, and she serves on the boards of several associations, nonprofit organizations, and advisory councils.
Ms. Houston is currently on leave from the School of Government in order to lead a project for the University of North Carolina system. She developed the Legislative Advocacy course for the School of Law and taught it for several years. We are honored that she is able to return to the School of Law to offer this course.
