This course surveys immigration law and policy in the United States. It explores questions relating to the meaning of U.S. citizenship, the circumstances under which newcomers are permitted to enter the U.S., and the circumstances under which they may be forced to leave. We will employ historical, doctrinal, textual, and critical approaches to these questions. In doing so, we will explore (1) the balance between separation-of-powers, federalism, and individual-rights concerns; (2) statutory interpretation in a technical field; and (3) decision making at the federal-agency level.
